AI is evolving beyond the traditional chatbot model. Increasingly, AI systems are capable of connecting directly to enterprise systems to search for documents, retrieve information, generate summaries, and, in some cases, perform follow-on actions through AI agents.

This development has important implications for export-control compliance. To date, discussions surrounding generative AI have largely focused on whether employees input sensitive technical information into AI services. While that issue remains significant, it is no longer sufficient. Organizations should also consider what information AI agents are authorized to access, who is permitted to operate those agents, and where the materials they access–and the outputs they generate–are stored, processed, or made available.
