Introduction

Mr. Oh Jun Yoon is a Senior Advisor at Yulchon, advising on the areas of cybersecurity, aerospace, and defense. He holds a B.S. from Seoul National University, M.Eng. degrees from Konkuk University and Dankook University, and a Ph.D. in Engineering from Soongsil University. Following his military service as an ROTC officer (28th class), Mr. Yoon began his public career at the National Security Planning Agency (currently the National Intelligence Service, NIS), where he served in national security and cybersecurity divisions. Over the course of 33 years in public service, he held key positions including Administrative Officer in the Office of Information and Telecommunications Secretary and the Office of Cybersecurity Secretary, as well as Cybersecurity Secretary at the Office of the President, overseeing the national cybersecurity strategy and policy, risk management, and domestic and international cooperation. Mr. Yoon served as Third Deputy Director of the NIS supervising scientific intelligence in the fields of cyber, space, and communications before joining Yulchon. In particular, his experience includes leading responses to major cyberattacks such as the July 7, 2009 DDoS attack; launching “Cyber 911” to strengthen public-private cooperation; establishing international collaboration frameworks with the United States, the United Kingdom, and others; engaging in international norms research and joint exercises with NATO’s Cooperative Cyber Defence Centre of Excellence (CCDCOE); countering cryptocurrency theft by global cybercrime syndicates; addressing emerging AI-related security threats; and advancing Korea’s transition to the next-generation network security system beyond conventional network separation. His leadership and expertise have made significant contributions to proactively addressing security challenges driven by new technologies.
