Kim, Hak Seok
Introduction
Hak Seok Kim is a Yulchon partner whose primary areas of expertise include Corporate/White Collar Crimes, Criminal (Prosecution), Financial Regulations, Construction/Real Estate Disputes, Tax Crimes, Unfair Competition, Healthcare Disputes and Securities/Finance Disputes. Mr. Kim served as a prosecutor for over 22 years through July 2014 at various posts including the corruption crime division in the Seoul Central District Prosecutors’ Office, the corruption crime division in the Incheon District Prosecutors’ Office, Seoul Eastern District Prosecutors’ Office, Bucheon District Prosecutors’ Office, and Cheonan District Prosecutors’ Office. During this time Mr. Kim handled corporate/white collar crimes including those of public officials, financial crime, and tax evasion. He also investigated crimes related to a wide array of real estate and construction dealings such as those relevant to remodeling, redevelopment, and planned real estate. During his time as a prosecutor for the 2nd criminal cases division of Seoul Central District Prosecutors’ Office and as the deputy mayor for Legal Affairs with the Seoul Metropolitan Government, Mr. Kim investigated medical, pharmaceutical, food-related, and environment crimes. Mr. Kim has also served as the chief prosecutor at the Suwon District Prosecutors’ Office, Department of Narcotics and Organized Crimes, and as the section chief of the Human Rights Support Division in the Ministry of Justice. Mr. Kim obtained a doctorate degree focusing on the Capital Markets Act, rare for a practitioner, and co-authored “Practice of Financial Crime Investigations I”, a reference material for investigators in the prosecutors’ office. During his time as the director of Construction Headquarters for Legal Research and Training Institute in the Ministry of Justice and the Suwon District Prosecutors’ Office, Mr. Kim was directly involved in the actual building design, bidding, and construction, obtaining even deeper knowledge of laws and regulations related to constructions as well as first-hand experience in the field. Mr. Kim currently serves as the president of the Korean Academic Society of Business Administration and Law, the vice president of the Korean Securities Law Association, the vice president of the Korean Arbitrators Association, the vice president of the Korean Association of Victimology, the advisor for the Securities Financing Investigation Team of the Seoul Southern District Prosecutors Office, a member of the Policy Advisory Committee, a member of the Audit Claim Review Committee of the Ministry of Public Administration and Security and a Member of the Financial Law Committee of the Korean Bar Association, etc.
