Hak Seok Kim was invited by the United Nations Office of Counter-Terrorism (UNOCT) to speak at the United Nations Global Congress of Victims of Terrorism held on 8 and 9 September 2022 in New York, U.S. He was the only Korean attorney who was invited to listen to victims’ voices and exchange good practices and ideas in supporting the needs of victims. 

Before joining Yulchon in 2014, when he was in the prosecution, Mr. Kim worked as a Human Rights Rescue Director at the Ministry of Justice's Human Rights Bureau in 2008. He was in charge of developing a national framework for supporting crime victims in Korea, and this experience triggered his interest and dedication in supporting terrorist victims. In 2008, the Ministry of Justice's budget for crime victim support was only 3.1 billion won, which caused a serious difficulty in running the Crime Victim Support Center successfully. To secure the budget, he drafted the Crime Victim Protection Fund Act, which passed the National Assembly in 2010, and today, about 100 billion won of the Criminal Victim Protection Fund is being used to run the Crime Victim Support Center, emergency livelihood and medical treatment of crime victims, and free legal aid.

Yulchon also operates a crime victim support team, and as a key member of this team, Mr. Kim is determined to continue his mission in upholding the rights and supporting the needs of crime victims. Hak Seok Kim currently serves as the vice president of the Korean Association of Victimology as well.
