After passing the 33rd Public Administration Examination in 1989, Mr. Moon joined the Ministry of Commerce and Industry in 1991 and worked in the fields of industrial policy, trade, and industrial technology. He served as a Director in the Office of the President, Vice Administrator of the Defense Acquisition Program Administration, Vice Governor of Gyeongsangnam-do Province, and Vice Minister for Government Policy Coordination in the Office of the Prime Minister, and served as Minister of Trade, Industry and Energy from 2021 to May 2022. In 2022, he has been appointed as a distinguished professor at the Graduate School of Economics of Yonsei University, and in 2025, he joined Yulchon LLC as an advisor in the fields including trade and industry.
