Korea Tightens Video Game Local Representative Regulations and Enforcement

On October 1, 2026, Korea’s National Assembly passed a bill amending the Game Industry Promotion Act (the “Amendments”). The Amendments strengthen protection for Korean players and improve enforcement against overseas game businesses by expanding the responsibilities of local representatives and imposing additional obligations on the companies appointing them. They are scheduled to take effect in April 2027.


The existing framework requires certain overseas game distributors and service providers without an address or place of business in Korea to appoint a “local representative (domestic agent),” subject to criteria prescribed by Presidential Decree. The Amendments strengthen that framework through more specific rules on the selection of representatives, ongoing training and supervision requirements, broader information-gathering powers, and additional enforcement measures. Once the Amendments take effect, failure to comply with corrective orders could lead to restrictions affecting the availability of games in Korea.
