New Regulations on Work Permits for Foreign Workers in Vietnam

In recent years, Vietnam has developed and refined a relatively comprehensive and consistent legal framework governing the management of foreign workers. This framework has played an important role in attracting international talent, particularly individuals with high technical expertise, substantial managerial and operational experience, and foreign investors, thereby helping to address the shortage of high-quality human resources.


However, as Vietnam seeks to further attract financially capable investors, experts, and highly skilled workers in emerging sectors such as the semiconductor industry, artificial intelligence, and digital transformation, the need for a more flexible regulatory mechanism and shorter work permit processing times to promptly meet the production and business demands of enterprises has become increasingly urgent.


To address this need, on 07 August 2025, the Government issued Decree No. 219/2025/ND-CP (“Decree 219”), introducing a number of significant amendments and supplements to Decree No. 152/2020/ND-CP and Decree No. 70/2023/ND-CP.
