On 30 June 2023, the State Bank of Vietnam (“SBV”) issued Circular 08/2023/TT-NHNN (“Circular 08”) replacing Circular No. 12/2014/TT-NHNN dated 26 February 2014 on conditions for offshore loans of enterprises that are not secured by the Government (“Circular 12”).
