Mr. Lim holds a B.A. in Political Science and an M.A. in Social Education, both from Hanyang University. He also pursued a Ph.D. in Constitutional Law at Sungkyunkwan University and completed the required coursework. His distinguished career in public service began after passing the 30th Higher Civil Service Examination. In 1987, he joined the Ministry of Government Legislation, where he dedicated approximately 32 years to various key roles, including Legislative Deliberation Officer, Director General of the Statutory Interpretation Bureau, and Director General of the Economic Legislation Bureau. From 2007 to 2009, Mr. Lim was seconded to the Constitutional Court of Korea as Constitutional Research Officer. He served as Planning and Coordination Officer from 2013 to 2017, and was appointed as Director General of the Administrative Legislation Bureau from 2017 to 2018. From 2018 to 2021, Mr. Lim served as Standing Commissioner at the Central Administrative Appeals Commission which operated by the Anti-Corruption and Civil Rights Commission. From 2021 to 2024, Mr. Lim served as Advisory Member at the Korea Legislation Research Institute.
