Young Son Shin is a senior advisor at Yulchon with over 20 years of experience at the Korea Fair Trade Commission (the “KFTC”), including as the Vice Chairman and the Secretary General of the enforcement agency. Mr. Shin received a B.A. in Business Administration and an M.B.A. from Seoul National University and an M.A. in Economics from the University of Liverpool. After passing the higher civil service exam in 1987, he joined the Economic Planning Board (now the Ministry of Economy and Finance) and began to serve at the KFTC in 1996. There, he served in various important positions including the Director for International Cooperation, the Officer for Cooperative Competition Policy for the Korean Delegation to the OECD, the Director for Market Analysis, the Director for Competition Policy Planning, the Director General for Market Structure Policy, the Director General for the Anti-Monopoly Bureau, the Director General for the Competition Policy Bureau, a delegate to a presidential transition committee, the Secretary General, and the Vice Chairman. At the agency, Mr. Shin played a leading role in shaping competition policies and amending the Korean antitrust statute. He is an expert in large business group policies and corporate governance structure, with achievements including introducing regulations on the receipt of inappropriate benefits by controlling families of large business groups, and prohibitions on certain circular shareholding by large business groups. Mr. Shin has in-depth knowledge and experience in a wide array of antitrust matters including abuse of dominance, M&A, cartels, unfair internal transactions, unfair customer solicitation, and resale price maintenance. After retiring from public service, Mr. Shin served as the Vice Chairman of the Korea Federation of Small and Medium Business and gave lectures to government employees in emerging countries in an antitrust training program sponsored by the Korea Fair Competition Federation. Mr. Shin also participated in the Knowledge Sharing Program of the Ministry of Economy and Finance, serving as a senior advisor and imparting his experience and knowledge of Korean antitrust law to the Philippines.
