Seung Hee Koo is a Senior Advisor in the Legislative Strategy & Policy team within the Tax Group at Yulchon. Prior to joining Yulchon in 2026, Mr. Koo held a range of key positions in the public sector, including Assistant to a Member of the National Assembly of Korea, Secretary to a Presidential Committee, Director of Audit and Inspection at the Dongjak-gu District Office of the Seoul Metropolitan Government, and Policy Advisor to the Minister of Justice. He also served as a Senior Administrative Officer in both the Office of Protocol and the Office of Civil Affairs within the Office of the President, where he played a central role in advancing national policy initiatives, addressing complex and time-sensitive issues, and managing associated risks. Drawing on this breadth of hands-on public administration experience, Mr. Koo advises clients on legislative and regulatory strategy, delivering tailored, practical solutions aligned with their specific objectives and operating environments.
