After passing the Legislative Examination, Mr. Ki Sung Koo served various key posts at the Proceedings Bureau of the Secretariat of the National Assembly, including the chief of Proceedings Bureau, department chief of Parliamentary Proceedings, department chief of Proceedings, section chief of Parliamentary Proceedings, and section chief of Proceedings. He retired from public service last serving as the deputy secretary general for Legislative Affairs, a vice minister level post, and also worked as the deputy director general for Legislative Review of the Special Committee on Budget and Accounts, expert advisor of the Education Committee, and senior expert advisor of the National Policy Committee and Steering Committee. In addition to his in-depth knowledge of the affairs concerning parliamentary proceedings, he is well versed in drafting of reviews, and is known as the best legislative specialist with immense field experiences as well as theoretical knowledge on the entire legislative procedures of the Standing Committee, Legislation and Judiciary Committee, and plenary meetings. He was invited by China University of Political Science and Law to give a special lecture on Korea’s legislative procedures, and gave a number of lectures at institutions including Chonnam National University, the National Assembly Parliamentary Politics Training Institute to name a few. Outside of his official posts, he served as the vice president of strategy of the Korean Association for Policy Studies and the vice president of strategy of the Korean Association for Policy Analysis and Evaluation.
