Chung, Tong Soo (Senior Foreign Counsel)

Tong Soo Chung is a senior foreign counsel at Yulchon focusing on corporate law, international trade and investment, and cross-border dispute resolution. Yulchon is one of the largest full-service law firms in Korea.

Until March 2010, Mr. Chung served as the head of Invest KOREA, Korea’s foreign direct investment promotion agency. As the head of the agency, Mr. Chung oversaw efforts that brought more than US$10 billion of FDI into Korea every year, working closely with central government agencies, state and local governments, foreign chambers of commerce, industry associations, individual foreign companies, investment banks, and private equity funds, among others.

Prior to joining Invest KOREA, he practiced law with two law firms in Korea including Yulchon LLC (2004-2006), and served as a statutory auditor, member of the board of directors, and senior advisor to Maxon Telecom, a manufacturer of cellular phones and two-way radios in Korea (2001-2004).

Before he returned to Korea, he served as a political appointee in the Clinton Administration, working as a Deputy Assistant Secretary for Service Industries and Finance (2000-2001), Director of the Advocacy Center (1995-2000) and the Director of the Office of Trade Promotion Coordination (1994-1995), all in the International Trade Administration of the United Sates Department of Commerce. He assisted U.S. companies seeking to export their products and services and to win orders and projects overseas.

Prior to his U.S. government service, he practiced law in Los Angeles for ten years. He founded a law firm in 1986 in L.A., which continues under the name of Lim, Ruger & Kim. He also worked for Exxon Corporation in New York City (1980-1981) and interned at the World Bank in Washington, D.C. (summer of 1979).
