Yulchon has strengthened its international trade and investment, cross-border dispute resolution, and corporate law practices by welcoming Tong Soo Chung back to the firm.
Mr. Chung was previously with Yulchon from 2004 until 2006, when he left to head Invest KOREA, Korea’s foreign direct investment promotion agency. As head of the agency, Mr. Chung oversaw efforts that brought more than US$10 billion of FDI into Korea every year. He had previously gained extensive experience in foreign trade promotion when he served as a Clinton-era appointee at the International Trade Administration of the U.S. Department of Commerce. At the ITA, he served as a Deputy Assistant Secretary for Service Industries and Finance (2000-2001), Director of the Advocacy Center (1995-2000), and Director of the Office of Trade Promotion Coordination (1994-1995). After leaving the ITA, Mr. Chung served as a statutory auditor, member of the board of directors, and senior advisor to Maxon Telecom, a cellular phone and two-way radio manufacturer in Korea (2001-2004). He began his legal career by working for more than ten years as a lawyer in Los Angeles, where he founded a law firm that operates today under the name of Lim, Ruger & Kim. Mr. Chung holds a J.D. from UCLA School of Law, an M.A. in Public Affairs from Princeton University’s Woodrow Wilson School of Public and International Affairs, and a B.A. from Harvard University.
